HARIPUR, July 12: The tehsil municipal administration on Monday presented Rs196.541 million tax-free budget for fiscal 2004-05, with a Rs5 million raise in non-development expenditures and a meagre allocation for uplift plans as compared to 2003-04.

Presenting the total outlay on income and expenditures of the Haripur tehsil during 2004-05, at a special session presided over by Convener Mohammad Amin Badhora, tehsil Nazim Iftikhar Ahmad Khan told the house that the TMA was expecting a total income of Rs99.709 million. It has registered an overall 12 per cent increase in the net income of the citizen body.

Last year the total income receivable was projected at Rs79.769 million, but the TMA could receive only Rs63.757 million. The total projected income receivable during 2004-05 also included an amount of Rs20 million as carry forward balance from the last fiscal year.

Major sources of income of the TMA, according to the Nazim, are Rs16.26 million from the share in octroi tax, Rs11.1 million from the head of transfer of immovable property, bus termini Rs6.20 million, water tax Rs13.500 million, building maps Rs1.32 million, rents of TMA property Rs4.350 million, Rs4.800 million from the NWFP's urban infrastructure project tax (UIP) and Rs13 million were projected as expected income from the Provincial Financial Commission award. Last year it was Rs7.154 million.

About the expenditures from the budget, the tehsil Nazim told that Rs41.58 million were earmarked for development purposes, Rs9.09 million for the new annual development programme.

Out of the total allocation of Rs25.497 million projected as total ADP for 2004-05, Rs3.43 million were allocated for the ongoing schemes and Rs16.404 million for 218 uplift plans.

The non-developmental expenditures witnessed an overall increase of Rs5 million. This year the TMA earmarked Rs55.254 million for non-development budget, earlier approved at Rs46.56 million, but revised at Rs50.25 million during the outgoing fiscal year.
