SWABI, Dec 19: Union council nazims and non-government organizations in the district are facing problems in forming the citizens' community boards as people have shown no interest in the new set-up.
The Devolution Trust for Community Empowerment will give 80 per cent of the funds and 20 per cent will be generated by the boards' members. According to the rules, there should be 10 boards comprising 25 members in each union council.
Each of the 56 union council nazims in the district Swabi has been given Rs20,000 for the purpose. Each of them will get Rs20,000 more after fulfilling some requirements of the trust. The amount would be utilized for formation of the boards and creation of awareness about those.
"I have faced difficulties in constituting one board and 10 have to be formed," said a nazim. "We appealed to people again and again but they are not taking interest and even the educated people say that they don't have spare time".
Sources said the nazims had told people that all the projects in their areas would be supervised by the boards. However, people have the impression that they would not get any compensation for their efforts and it would be difficult for them to generate funds.
The devolution trust has told the nazims that it would be difficult to utilize the funds earmarked for the purpose they did not form 10 boards in their areas. In some union council people were not briefed about the role of the boards and their names were included those to complete the paper work for getting the funds, sources said.
