HYDERABAD, Feb 6: The Anti-Greater Thal Canal and Kalabagh Dam Action Committee has said that it will not accept report of the government's technical committee even if it was approved by parliament given the fact it had no constitutional cover.

The committee said the issue of water projects should be discussed first in the Council of Common Interests and then in lower and upper houses of parliament.

Briefing the newsmen after a meeting on Saturday, the convenor of the committee and the president of the People's Party Parliamentarians, Sindh chapter, Syed Qaim Ali Shah, said the committee would hold sit-ins and observe hunger strikes on Feb 9 in protest against the recent statements of Gen Musharraf in favour of Kalabagh dam during his visit to Sindh.

He said the committee did not accept the technical committee because it had no locus standi without any constitutional cover.

Mr Shah demanded that the CCI should be formed under the article 155 and 156 of the Constitution to discuss the water issue and then its recommendations should be referred to parliament for endorsement.

He warned if the government did not understand then the situation could lead to serious consequences. He said the situation in Balochistan was quite volatile because the government did not give due weight to the people of Balochistan. "The Balochistan-like situation can occur in Sindh", he said.

Mr Shah said the formation of technical committee was an extra-constitutional step. He said the committee held its urgent meeting to discuss statement of Gen Pervez Musharraf and all the component parties condemned it. He said a media sub-committee had been formed for the implementation of water committee's decision. He said there was no mention of storage dams in the 1991 water accord and it was clearly spelt out that provinces would make arrangements for storage of water on their own.

He said no dictator had right to take arbitrary decision about dams aimed at benefiting one province and destroying others. He supported demands of the people of Balochistan and expressed dissatisfaction over the investigation in the lady doctor case.

PML-N leader Makhdoom Shahnawaz, Awami Tehrik chief Rasool Bux Palejo, Jamaat-i-Islami leader Waheed Qureshi, STPP leader Hyder Shahani and JUI leader Azam Jehangiri attended the meeting.
