RAWALPINDI, June 29: The Rawal Town Municipal Administration (RTMA) and the Potohar Town Municipal Administration (PTMA) are likely to announce their annual budgets for 2011-12 on Thursday with total outlay of over one billion rupees and Rs710 million respectively.

RTMA sources told Dawn on Wednesday that Rs350 million had been allocated for non-development expenditures including Rs200 million for the establishment and Rs150 million for contingency/services.

The sources said that Rs440 million had been allocated for the development projects. They said that during the current fiscal year 2010-11, the RTMA could only utilise 50 per cent of the development budget.

The RTMA allocated Rs550 million in 2010-11 for the development projects including Rs200 million funds for Community Citizens Boards (CCBs). Out of the development budget, the RTMA utilised Rs20 million during NA-55 by-elections for the campaign of PML-N MNA Malik Shakeel Awan.

The sources said that the RTMA also failed to utilise Rs200 million of CCBs funds which had been lying unspent for the last three years.

According to the Local Government Ordinance 2001, the CCBs will be constituted and the town and city district governments would encourage the people to form CCBs in their respective areas for the development work.They said that the town municipal administrations and City District Government Rawalpindi (CDGR) had spent funds on development of the PML-N MNAs and MPAs constituencies and no development work was carried out in other areas.

The RTMA’s CCBs fund has been increased to Rs300 million this year. According to the rules, the town administration has to earmark funds for the CCBs.

Meanwhile, the Potohar Town Municipal Administrator (PTMA) is likely to approve the annual budget for fiscal year 2011-12 with total outlay of Rs710 million.

The PTMA sources told Dawn that the total receipts during the next fiscal year 2011-12 would stand at Rs130 million and opening balance would stand at Rs580 million.

They said that Rs130 million had been allocated for the non-development expenditures including Rs30 million for contingency/services.

They said that Rs580 million had been allocated for the development projects including Rs200 million for the CCBs. They said that during the current fiscal year 2010-11, the PTMA failed to utilise the development budget and CCBs fund.

They said that PTMA had allocated Rs35 million for the construction of its office complex and Rs30 million for the establishment of grain market.

They said that unlike previous year, the PTMA would start various development schemes this year.
