KOHAT, Nov 1: The Board of Intermediate and Secondary Education (BISE), Kohat, has been delaying the expulsion of employees appointed on political basis despite court orders.
The court orders have also not been implemented regarding confirmation of services of those who have been serving in Kohat BISE for years and promotion of the permanent employees, sources told Dawn on Tuesday. The regular employees of BISE, Kohat, had moved the Peshawar High Court against the illegal appointments on the basis of party affiliations made by the secretary establishment in violation of the prescribed rules. Appointments were made without advertising the vacancies and conducting test/interviews during past several months.
The sources on condition of anonymity said the illegal appointments started when the superintendent establishment appointed his brother without placing advertisement in newspapers and conducting test and interviews.
Similarly, the former district secretary general of Awami National party, other local party leaders and president of ANP, Darra Adam Khel, had got their relatives appointed as junior clerks and class four employees.
Four persons were appointed as junior clerks on the recommendations of a close relative of MPA from PF-38, Kohat, and the cousin of a provincial minister from Mardan. A gardener was promoted as a machine operator against the rules.
The Kohat BISE administration also secretly transferred the regular employees to other districts, sources said.
The Peshawar High Court had ordered termination of such appointees, directing the authorities concerned to give promotions to the old employees. But the BISE is not implementing the court orders. SUSPECTS HELD:
