ISLAMABAD, Dec 9: Pakistan Housing Foundation (PHF) on Friday issued a circular advising contract and daily wages employees to submit applications according to the advertisement published for the recruitment of officers/officials.
Through advertisement the PHF administration has invited application for filling regular posts.
However, the issuance of circular was a clear violation of orders of the cabinet sub-committee regarding regularisation of contract/daily wages employees.
The cabinet sub-committee in its letter had asked the secretary housing and managing director (MD) PHF to withdraw the advertisement and not to sack the employees till final decision.
According to sources, letter vide PHA/F&A/Cir-2011/1558, dated 9th December, signed by deputy director admin stated that all contract/daily wages employees have been informed that December 17 is the last date for submission of applications.
Employees have been instructed to apply for the vacant posts accordingly after obtaining experience certificate from the officers to whom they were posted or the heads of wings, well before December 17, 2011.
The PHF, formerly known as Pakistan Housing Authority (PHA), has been considering terminating all the 138 contractual and daily wage employees, who were appointed after 2001, and plans to make new appointments on 238 vacancies.
Issuance of circulation on Friday shows that the PHF has decided not to consider the instructions of the cabinet committee.
Talking to Dawn, the employees of the PHF have appealed to chief justice to take a suo motu notice of the issue and ensure justice to them.
The PHF MD, Rasool Baksh Palpoto, while talking to Dawn confirmed that he had received instructions from the cabinet sub-committee to withdraw the advertisement but in the letter the sub-committee had also assured to send revised policy for the regularisation to the PHF but it has not sent it as yet.
So PHF has started the procedure and circular has been issued to ensure that all employees would apply for the jobs. He also denied that the PHF was harassing anyone.
There is a possibility that prior to last date of submission of application matter would be resolved, he said.
