SHEESHA smoking takes place in most cafes in Islamabad. Recently in the F-7/3 market cafe owners have encroached upon pavements in front of their joints, where Sheesha and cigarette smoking takes place. Many smokers are under-age children. The government should look into the problem.

Should the government be looking at the encroachment problem or the people smoking shisha? If it is underage children, where are the parents?
