LTTE seeks amendments to accord
COLOMBO, May 5: The LTTE has submitted to the Norwegian Embassy a proposal for four amendments to the Memorandum of Understanding signed with the Lankan government. The proposed amendments mainly relate to LTTE’s sea travel, the declaration of high security zones of the Sri Lankan forces, use of the A9 highway and special powers to the SLMM, the Scandinavian ceasefire monitors.
Political observers point out that amendments to the MOU are necessary, especially with regard to the monitoring of human rights situation in the North-East by an independent international organization.
S.P.Tamilchelvan, political commissar of the LTTE, has written a letter to the Secretary of the Ministry of Defence, Austin Fernando, stating that the proposal of the government to move the army in Jaffna from the Subhas and Gnanams hotels to the Fort area was meaningless unless it came within a proper backdrop.
