Bar on police, civil administration
Paragraph 116 of the report: A careful scrutiny of the statement of Commandant PMA shows that the police and civil administration were not allowed to perform their duties in accordance with the law and were asked to form an outer cordon outside the compound to prevent the public from entering. The commandant may have been following instructions from his military superiors but he exceeded his authority even if he was directed by the GHQ to take charge of the scene and to hand over the investigation to the ISI. This situation which has endured for many years, however justified, tends to undermine the credibility and performance of other institutions that are formally required to discharge their duties in all circumstances.
