HYDERABAD, June 19: The district government has prepared deficit and tax-free budgetary proposals for Hyderabad and three new districts, containing details of requirement of around 3,179 new jobs and 95 development schemes under the annual development programme.

Sources told Dawn on Saturday that the district government had prepared the proposals on the basis of population of each district.

After approving the proposals in absence of district councils, the DCOs will submit them to the Sindh government.

The government will have to give separate grants for infrastructure development, furniture and vehicles in districts carved out of the Hyderabad district therefore these expenses are not included in budget.

The defunct Hyderabad district will surrender 12,310 posts from BPS-1 to BPS-20 in 12 groups of offices for three districts.

As per the break-up, Matiari district will get 5,522 posts, Tando Mohammad Khan 3,015 and Tando Allahyar 3,773.

Despite having these posts, the districts still need around 3,179 posts including 1,122 for Tando Allahyar, 1,097 for Tando Mohammad Khan and 960 for Matiari.

HYDERABAD DISTRICT: The district is expected to get an allocation of around Rs2.498 billion for 2005-06 budget including Rs2.170 billon for non-development and Rs328 million for development heads.

The non-development side’s revised estimates for 2004-05 stood at Rs3.135 billion against actual allocation of Rs3.044 billion.

The budgetary estimates for development, based on approved ADP with 20 per cent increase, are calculated at Rs328 million with Rs13 million on revenue and Rs314 million on capital side against more than 60 new and 55 ongoing development works.

The cost of new schemes are estimated at Rs135 million and Rs192 million for on-going schemes.

MATIARI: About Rs916 million for non-development and Rs116 million for development works including on-going and new development, are estimated for 2005-06 budgetary allocations of the district.

Total strength of the district’s group of offices has been estimated at 6,482, of which it will get 5,522 from Hyderabad and the remaining posts will be created by the Sindh government.

A total number of 47 new schemes for roads, education, health, CCB and physical planning are being introduced at a cost of Rs84 million while 31 are on-going schemes to be completed at a cost of around Rs31 million.

TANDO MOHAMMAD KHAN: Budgetary proposals for the district are estimated at Rs611 million including Rs515 million for non-development expenditures and Rs96 million for development side.

Of 4,112 posts, 3,015 posts will be surrendered by the Hyderabad district and remaining 1,097 posts will be created by the Sindh government.

There are 19 on-going schemes for which Rs32.572 million are allocated while for 24 schemes Rs63.428 million have been earmarked, bringing volume of development budget to Rs96 million with Rs4.593 million on revenue and Rs91.407 on capital side.

TANDO ALLAHYAR: The district’s budgetary estimates stood at Rs723.195 million for non-development and Rs103 million on development side, bringing total size of budget to Rs826 million with an allocation of Rs550.750 million for payment and allowances of 4,895 required strength of staff.
