NA body recommends all grade 1 to 15 jobs in capital for local residents

ISLAMABAD: A parliamentary committee on Friday recommended that all grade 1 to 15 jobs in the federal government institutions should be given to the domicile holders of Islamabad.

The recommendation was made at a meeting of the subcommittee of National Assembly Standing Committee on Cabinet Secretariat held at Parliament House with its convener Ali Nawaz Awan, MNA from Islamabad, in the chair.

The meeting was attended by MNAs Tahir Sadiq, Rana Iradat Sharif Khan and officers of the Establishment Division and other departments concerned.

Two other MNAs from Islamabad, Asad Umar and Raja Khurram Shahzad Nawaz, were also present.

After the meeting, the convener of the subcommittee told Dawn that it was the right of residents of Islamabad to get jobs in government departments operating in the city.

He said the committee recommended that all jobs in grade 1 to 15 in Islamabad-based government organisations would be given only to domicile holders of the capital.

Mr Awan said before 1994 only the local residents were eligible to get such jobs but later without making changes to the laws the jobs were distributed amongst provinces as well on given on quota basis.

He, however, made it clear that 100 jobs quota against non-gazetted posts would be given to domicile holders of Islamabad while for grade 16 and above the jobs would be given in accordance with the provincial quota.

He clarified that this right would be given to the locals in those departments which were functioning at the local level such as Capital Development Authority, Metropolitan Corporation Islamabad (MCI), departments functioning under the administrative control of Islamabad’s administration, police and hospitals etc.

He said in all schools and colleges, the locals would be given jobs in grade 1 to 15 while the Federal Directorate of Education (FDE), Private Educational Institutions Regulatory Authority (Peira), police and other departments would be made bound to follow the 100 quota for locals.

He, however, said in federal government organisations and ministries there would be no relaxation of quota rather all provinces and Islamabad would get their shares as per the agreed formula.

“We are talking about only those departments which are solely serving the residents of Islamabad,” he said.

The convener of the committee said the Establishment Division also confirmed that before 1994 all non-gazetted jobs were meant for locals of Islamabad.

A standing committee of parliament only makes recommendations and it is up to the federal government to take a final decision.

“Since there is no confusion about the right of residents of Islamabad, we are hopeful that there would be no issue in implementation of the recommendation,” the convener said, adding the subcommittee would furnish its report to the committee.
