From The Past Pages Of Dawn: 1970: Fifty Years Ago: China aid for 4th Plan

There was no edition of the newspaper on March 24, 1970 on account of Pakistan Day. The following excerpt is from the previous day’s edition.

ISLAMABAD: China has offered assistance to Pakistan for the Fourth Five-Year Plan, it is learnt. A high-powered delegation headed by the Minister for Economic Relations, Mr Fang Yi, is arriving in Pakistan to hold “wide-ranging discussions” on the Chinese offer.

The delegation will arrive on April 4 in Dacca where Mr Fang will inaugurate East Pakistan’s first ordnance factory set up with Chinese assistance. The delegation will fly into the capital on April 10 and meet the Finance Minister and the Deputy Chairman of the Planning Commission, and other high-ranking Government officials. Mr Fang Yi is also expected to call on President Yahya Khan during his stay in the capital.

Informed sources said that ... the delegation will discuss Pakistan’s requirements for the Fourth Five-Year Plan. Chinese assistance for setting up of basic industries is expected to be one of the main topics of discussion. The delegation will also discuss the utilisation of the $40 million Chinese credit to Pakistan for which an agreement was signed between the two countries over a year ago... — Agency
