BERLIN: The Ambassadors of the United States, Soviet Union, Britain and France today [Sept 3] signed the Four-Power agreement on Berlin. The long-awaited agreement ... will become effective only after the conclusion of inter-German negotiations on application methods. ... The ceremony was postponed yesterday because the East and West German translation teams were unable to agree on the wording of the document forming the basis for the coming inter-German negotiations. The translators wrestled all night with the document which was completed earlier today. --- News agencies

[Meanwhile, as reported by the newspaper’s staff correspondent in Dacca,] The new Governor of East Pakistan, Dr A.M. Malik, today [Sept 3] called upon [his] fellow countrymen to extend their co-operation.

[The newspaper’s staff correspondent adds from Rawalpindi,] The Foreign Secretary, Mr Sultan Mohammad Khan, will leave here tomorrow [Sept 4] for Moscow on an official visit to the Soviet Union. During his stay in Moscow... the Foreign Secretary will meet the Soviet Foreign Minister, Mr Gromyko, and other Soviet leaders and hold important discussions on bilateral relations.... According to official sources here, the Foreign Secretary is visiting the Soviet Union in response to an official invitation....
