LAHORE: President Zulfikar Ali Bhutto expressed the hope today [Sept 3] that the political parties in the National Assembly would finally arrive at an agreed settlement over the future constitutional setup for the country.

The President, whose attention was drawn to the impressions … that a section of his party stood for parliamentary system in the provinces only but wanted some sort of Presidential setup at the Centre, said he had already … enunciated the general principles of his party. He said a Committee of the Assembly comprising members from all parties had already been set up to evolve a settlement, and he was hopeful that the final settlement would be an agreed one. — Staff correspondent

[Staff correspondent adds from Lahore,] President Zulfikar Ali Bhutto declared here today [Sept 3] that Pakistan would faithfully implement the Simla accord and withdraw her forces to the positions as they existed on Dec 17… . Asked if Pakistan would return the posts in the Lipa Valley, he said the factual position was that both India and Pakistan were committed to pull out their troops to the latest ceasefire positions.
