From The Past Pages Of Dawn: 1972: Fifty Years Ago: Statement on constitution

ISLAMABAD: The Central Minister for Law and Parliamentary Affairs, Mian Mahmud Ali Kasuri, said here today [Sept 29] the Pakistan People’s Party and its Chairman are irrevocably committed to giving the country a federal parliamentary constitution, which will enshrine two pivotal principles. In a statement issued here today, the Law Minister said one of the two principles will be that under the constitution, consistent with the integrity and solidarity of Pakistan, the provinces will enjoy autonomy. Secondly, the system shall be parliamentary, ensuring that the executive shall be responsible to the legislature.

… Mian Sahib further said the Constitution Committee set up by the National Assembly has already considered in depth certain important features of the future constitution. He said there is an overwhelming consensus on the fundamental right, principles of policy and the structure and power of the superior judiciary in the country.

He said with the prorogation of the National Assembly, he has convened a meeting of the Constitution Assembly with effect from Oct 9. … He said … the Committee has to submit its report with the draft constitution before the Assembly by Dec 31, 1972. — News agencies
