LAKE SUCCESS: Sir Zafrullah Khan, Foreign Minister of Pakistan, resumed his three-hour address on the Kashmir issue when the Security Council reassembled here today [Jan 17]. He began an examination in detail of attempted negotiations between Pakistan and India on the Kashmir question, and read out terms of a proposal made by Pakistan in conference with Lord Mount­batten, Governor-General of India. They were: 1. All fighting to end immediately. 2. The forces of India and outside “invaders” both to withdraw simultaneously from Jam­mu and Kashmir state territory. 3. To arrange for a free plebiscite under joint control.

Sir Zafrullah charged that the Indian Government’s aim was to gain complete control of Jammu and Kashmir by forcing the Muslim populations out. — News agencies

[Meanwhile, the Sind Premier, at a Press Conference on Jan 17,] regarded the ingratitude of … evacuees [from the province to India] who, he said, threw away the Jinnah cap into the sea and shouted Jai Hind the moment the ship left the harbour. “Parting kick” was the phrase used by the Premier.
