After police, Sindh bureaucracy undergoes massive shake-up

KARACHI: In a major administrative shuffle in the province on Wednesday after approval by the Election Commission of Pakistan (ECP), several provincial secretaries and commissioners of all divisions, including Karachi, were replaced.

The massive shuffle in the top tier of civil bureaucracy in the province was allowed by the ECP prior to the schedule for holding general elections after the dissolution of the assembly.

Informed sources told Dawn that the caretaker set-up in the province had reservations over the administrative shuffle before the election schedule, which delayed the process of changing top officers.

They said that the interim provincial government wanted the process of transfers and posting to be initiated only after the announcement of the schedule for general elections by the ECP.

All commissioners, secretaries replaced on ECP directives

According to separate notifications, Shakeel Ahmed Mangnejo was posted as chairman of planning and development board, replacing Syed Hasan Naqvi, who was posted as principal secretary to the chief minister.

Zahid Ali Abbasi was posted as senior member, Board of Revenue, Sindh, replacing Baqaullah Unnar, who was directed to report to the Services and General Administration and Coordination Department.

Manzoor Ali Shaikh was posted as additional chief secretary of local government and housing and town planning department. He replaced Najam Ahmed Shah, who was posted as forest and wildlife secretary.

Bilal Ahmed Memon was posted as principal secretary to governor, while Dr Khadim Hussain Jatoi was made finance secretary, replacing Sajid Jamal Abro, who was posted as social welfare secretary.

Muhammed Iqbal Memon was posted as Home secretary.

Dr Sherreen Mustafa was posted school education and literacy secretary, replacing Ghulam Akbar Leghari, wihle Nasir Abbas Soomro was posted as food secretary.

Aijaz Ahmed Mahesar was made public health engineering and rural development secretary, while Sadaf Anees Shaikh was posted as college education secretary.

Shahab Qamar Ansari was posted as Services and General Administation and coordinatioin secretary, while Fayaz Hussain Abbasi was posted as energy secretary, replacing Abu Bakar Ahmed.

Umar Farooq Bullo was posted as secretary of human settlement, spatial development and social housing department, while Dr Mansoor Abbas Rizvi was posted as health secretary.

Asad Zamin was posted as transport and mass transit secretary, replacing Muhammad Saleem Rajput, who was posted as Karachi commissioner.

Noor Ahmed Samo was posted as universities and boards secretary vice Khalid Hyder Shah.

Muhammad Asghar Memon was posted as planning and development secretary, while Muhammad Mureed Rahimoon was posted as investment secretary.

Asadullah Abro was made member (land utilisation), Board of Revenue, while Tahir Hussain Sangi was posted as director general of the Karachi Development Authority.

Jalaluddin Mahar was posted as managing director of Thar Coar and Energy Board, while Ghanwer Ali Leghari was posted as DG Sindh Katchi Abadis Authority.

Dr Nasim-ul-Ghani was posted as DG Malir Development Authority, Muhammad Ishaq Khurho was posted as DG Sindh Building Control Authority, while Danish Saeed was posted as member (judicial) Board of Revenue.

Munawwar Ali Mithani was posted as Kashmore-Kandhkot deputy commissioner, while Akhtar Ali Qureshi was made DG labour.

Muhammad Ali Shaikh was posted as special secretary in health department and Agha Shah Nawaz was posted as special secretary of school education and literacy department, while Aijaz ali Pathan was posted as special secretary chief minister’s inspection, enquiries and implementation team.
