From The Past Pages Of Dawn: 1949: Seventy-five years ago: Pakistan’s strong protest

KARACHI: Pakistan has strongly protested to the United Nations Commission for India and Pakistan against the Indian Govern­ment’s action in nominating four “representatives” from Kashmir to the Indian Union Constituent Assembly, reliable sources in Karachi disclosed on Thursday [June 30].

The Government of Pakistan in their protest ... have pointed out that this action of the Indian Government was tantamount to a violation of the agreement on a plebiscite in Ka­­s­hmir arrived at between two Governments in the shape of the UNCIP resolution of Aug­ust 13, 1948, and its supplement of January 5, 1949. The preamble to part III of the resolution of the Commission governing the plebiscite, it is maintained, clearly stated that the question of accession of the State of Jammu and Kashmir to India or Pakistan would be decided by the democratic method of a free and impartial plebiscite. This it was pointed out, had been virtually turned down by India... .

... It was stated that it was regrettable that India, after having entered into an international commitment, should seek underhand means to undo a solemn agreement.
