New model introduced to facilitate citizens in capital’s police stations

ISLAMABAD: The capital police have introduced a special initiative police stations (SIPs) model for better relationship with the citizens and facilitate complainants visiting police stations.

Deputy Inspector General of Police (Operations) Syed Ali Raza told Dawn that as per the model all police stations had been divided into two parts: Front End and Back End.

The Front End comprises a front desk, investigation room, inquiry room, community room, station house officer’s room and public washrooms, while the Back End includes the room of the station’s clerk known as moharrar room, lock-up, women police officer room, monitoring and analysis room, rooms of investigation officers and multipurpose meeting halls, he added.

“Police stations are the basic unit in the police force and substantial steps are being taken to improve their conditions so common people will not be afraid of going to the police stations for their legitimate work. In order to provide better and timely facilities to people, the structure of police stations is divided into public area with the name of Front End and police working area called Back End,” the DIG said.

The public area has been designed on the lines of police service centres using modern technology with a friendly environment and modern requirement in which guidelines have been laid won for the public so that they do not have to face any problem in availing of the required service.

VIP culture eliminated by token system, says DIG

“Public access to the police stations will be limited to the public area only and all services required will be provided in the public area. The public will not have access to the police working area.VIP culture has been eliminated by introducing a token system in the public area.”

The police will carry out their daily routine and official business such as investigations and inquiries in the police working area.

The moharrar room will be in the police working area and he will assist in the administrative matter of the police station and complete the records.

Lock-ups will also be in a police working area.

Policewomen have been deployed at the police stations to solve problems and complaints of women.

As per the code of conduct, the Front End’s staff will treat visitors with courtesy and work in three shifts.

The staff will upload the complaint of every complainant to the Complaint Management System and issue an e-tag and get a receiving form filled from the complainant.

The staff will inform the complainant about the inquiry/investigation officer and his contact number, specified on the e-tag number, so the complainant can contact him.

All the police stations are divided into beats and beat officers are also appointed. A complaint will be marked to the relevant beat officer. The SHO will ensure that the complaint should not be marked to unconcerned beat officer.

On every complainant related to crime, the complainant will be given a checklist for registration of a case according to the crime.

The concerned beat officer will inquire about the complaint as per the checklist and timeline issued for the registration of the case and forward it to SHO for approval or disapproval before registration of the case and then to the staff of the Front End.

The staff will register the FIR in the Police Station Record Management System (PSTMS) over the complaint approved by the SHO and issue the FIR copy to the complainant.

The staff of the front desk will also get a custody form fill by police officials while depositing confiscated or recovered items and issue an e-tag too.

The staff will also get signatures of the police official who confiscated or recovered the items and the suspect from whom it was recovered.

The Front End staff will upload details about investigations of cases, complaint inquiries, under-trial cases in courts, list of investigation officers, suspects in the lock-up, suspects produced in court and the SHO’s presence time in the police station in the management system.
