DERA GHAZI KHAN: Patwaris' seniority list 'controversial'
DERA GHAZI KHAN, March 4: The district revenue authorities are reportedly violating the seniority list while promoting the field staff or patwaris. The controversial seniority list comprises 267 patwaris.
The names of non-resident patwaris were wrongfully included in the seniority list prepared in 2001 in violation of the rules set by the Land Record Manual Act. These patwaris were brought from other districts to complete the settlement process, but after the completion of the work, they were not sent back to their home districts.
The patwari on 237 order of the list got promotion as qanungo. After this, patwaris on serial numbers 209 and 248, 258 also got promotion while the patwaris on serial numbers 200 and 266 were also promoted through an official letter No 745-50 of 11-8-2003.
The patwari on serial number 199 lodged an appeal with the Punjab Board of Revenue senior member court against undue promotions, while patwaris on serial numbers 195, 93, 94 and 55 moved the high court.
On Feb 11, 2004, the EDO (revenue) promoted six junior patwaris of serial numbers 167, 186, 199, 207 and 249. The patwaris of serial numbers 167, 186, 199, 207 and 249 promoted as qanungo were demoted on the orders of the district Nazim, while other undue promotions were not cancelled.
Despite complaints against the controversial seniority list and violation in awarding promotions, neither the EDO (revenue) nor the BoR authorities took notice of this practice.
