LARKANA: Nazims, Rangers' commandant summoned
LARKANA, May 24: A division bench of the Sindh High Court, Larkana circuit, has issued notices to the commandant of Rangers, district and taluka Nazims and Chandka Medical College principal to appear in the court on June 3.
The division bench comprises Justice Gulzar Ahmed and Justice S. Maqbool Baqar. The petitioner Sarfraz Jatoi, the former general secretary of the District Bar Association said that the district administration had failed to provide security to the people.
He said that encroachment on government plots, roads and streets was rampant in the city but the officers appeared to have no concern with it. He said that Rangers occupying the irrigation rest house opposite the girls' hostel of the Chandka Medical College had turned the government property into a commercial area.
The petitioner said that pedestrian could hardly pass through Lahori mohalla, Nazar mohalla, Jelus bazaar, Pakistan chowk, fish market and Bundar road as encroachments had been made on these roads.
The Rangers had not restored the law and order and it had become a liability on the exchequer, the petitioner said. He said that they had completely failed to control narcotic and gambling dens.
The petitioner prayed that officials concerned should be asked to remove encroachments particularly from the places. He prayed that Rangers official might be asked why he had permitted his sub-ordinates to run the business of public call office and hotel in the government premises.
The petitioner also prayed that in charge commandant Rangers might be asked to produce record in respect of their help in maintaining peace in Larkana. Meanwhile, admitting the petition of a sacked employee of the health department on Friday the division bench of Sindh High Court asked the additional advocate general to submit his comments.
The division bench consisted of Justice Gulzar Ahmed and Justice S. Maqbool Baqar. The petitioner Sathi Lashari through his advocate Anwar Channa said that the district health officer Jacobabad had terminated his services without any show cause notice and formal inquiry.
He said that he was appointed against disables quota as vaccinator and the then DHO terminated him on Nov 21, 1996 and interestingly the termination order did not carry the signature and seal of the officer.
The petitioner prayed that his termination order should be declared illegal and the respondent might be asked to reinstate the service. The case was fixed for the next hearing on June 12.
