HYDERABAD: Proposal to set up institutions in rest houses

HYDERABAD, May 8: The district council's committee on education has recommended that government buildings like rest houses and inspection bungalows should be used for educational activities with the help of private sector.

It proposed that a survey should be conducted by education and finance committees of the council to identify such buildings where educational institutions could be established.

The recommendations have been submitted by Q. Hakim, chairman of the four-member committee, to the district council, a copy of which was provided to Dawn on Saturday.

Qazi Abdul Qadeer, Miran Mohammad Shah and Badrun Nisa Qazi are members of the committee.

On March 16, district council convener Nawab Rashid Ali Khan had appointed the committee to give its detailed recommendations to this effect after Q. Hakim tabled a resolution, calling upon central and provincial governments to declare Hyderabad as education city keeping in view its geographical location.

The committee observed that if Hyderabad was declared a education city it would help eradicate illiteracy from the district.

The committee proposed that all government teachers should preferably be deployed in their own union councils instead of being transferred to other talukas and then new induction should be made on merit basis within UCs.

It said that all schools should be provided sufficient basic facilities.

About monitoring of educational institutions, it said that education committee of each UC should be empowered to inspect and check all government educational institutions within their areas and take action against those who remain absent habitually.

The EDO education should submit monthly progress report to the district council's education committee, besides, the assistant district officer education should hold meetings with the chairman UC education committee to discuss progress and observations.

Regarding incentives the committee observed that students in government schools should be provided free books and monthly stipend regularly should be disbursed in presence of 3-member committee whereas school management committee and respective head masters should operate account jointly. Teachers' pay scale should be revised and special attendance bonus of Rs5,000 per year should also be considered.

The committee also proposed fee structures for private schools should be placed in categories of A,B,C,D,E,F with their respective fees and facilities to be provided in the schools.

About new educational zones, it said that a piece of 500 acres of land could be obtained and federal and provincial governments should be approached to resolve all difficulties in this regard whereas a task force at the district council having representation from district, provincial and federal governments should be formed to handle matters pertaining to acquisition of land.
