HARIPUR: Rs952m budget for Haripur

HARIPUR, July 17: Haripur district nazim presented Rs952 million surplus budget for the district for 2004-5 here on Saturday.

Presenting the estimates of income and expenditures before the house, which met here with convener Mohammad Riaz Khan Jadoon in the chair, the district nazim Dr Raja Amer Zaman Khan told the house that the district government was expecting an income of Rs952.067m during the fiscal year 2004-5, which included Rs420.01m from district's own resources and Rs910.069m as provincial grants.

He said that Rs959.45m was projected as total expenditure with Rs1.966m as surplus amount.

Talking about receivable income from the provincial govt Dr Khan, informed the house that Rs679.012m would be received on account of salary of government servants, as the provincial government has decided to disburse salaries to the employees of devolved departments from the district government budget.

Rs 359.32m would be available to the district from non-salary receipts, Rs38.60m on account of electricity expenditures and Rs 94.53m as development funds from provincial resources and Rs61.97m on account of grant in lieu of Zillah tax.

He told that a sum of Rs3.52m which had become surplus during the last budget was also included in the income sources of the new fiscal document. About income from local funds, Dr Khan, said that the district has a sum of Rs34.28m as opening balance and Rs7.71m as estimated income from it's own sources.

The estimated income from this head, he said, however stood at Rs10.089m during the last fiscal year.

Total non-development expenditure he said were estimated at Rs825.96m, which included Rs679.012m as salary budget, Rs82.089m as non-salary expenditure from the district local fund Rs61.97m as grants in lieu of fiscal transfers to union administrations from zila tax.

The volume of total development expenditure was proposed at Rs124.11m.

He told the house that Rs15.46m being directly disbursed to the TMA Haripur and Ghazi from the district funds of Rs61.97m, which were receivable on account of grant in lieu of Zillah tax, by the provincial government.

He said that out of Rs36.09m, which was being disbursed to the district govt from the provincial development fund, the district govt has proposed to spend Rs4.69m, which is 13 per cent of the available funds from this head, on the ongoing schemes of Annual Development Programme.

Terming the new budget as tax-free and people friendly the district nazim said that owing to dwindling provincial grants and non-payment of funds on account of octroi tax to the districts by the provincial government, the council was required to seriously plan exploiting the sources of new income for the district.

He urged the district finance committee for forwarding practical suggestions for new levies in the district as according to him the receivable income of the district was shrinking with every passing year.

He also presented the revised estimates of surplus budget of Rs3.55m of year 2003/04.
