ISLAMABAD, June 3: In the Federal budget for 2011-12 announced on Friday, the federal capital has been allocated 24 per cent less development funds than last year.

A little over half of the Rs4.361 billion allocation made under the Public Sector Development Programme of the Federal government, will go to the security apparatus, police, judiciary, the Islamabad Capital Territory (ICT) Administration, and the Capital Administration and Development (CAD) Division created to manage the functions of the ministries devolved to the provinces under the 18th Amendment.

Ironically, hardly any significant development work of benefit to public can be expected from the Rs2 billion left for the Capital Development Authority for the purpose.

Under the PSDP for the year 2011-2012, the CDA will receive Rs2.082 billion, ICT administration will obtain Rs1.239.264 billion, local police will get Rs362.358 million, and newly formed CAD was allocated funds of Rs677.351 million.

Interestingly the government earmarked Rs2.082 billion for the CDA out of which Rs1.381 billion will be spent on the projects and works that will directly benefit parliamentarians and not the general public.

A project under which 106 more family suites will be constructed for the parliamentarians in Parliament Lodges Complex received highest allocation of Rs1 billion.

A sum of Rs300 million has been allocated for the construction of Charah Dam in Islamabad that would provide some relief to the residents of Islamabad and Rawalpindi in persisting water crisis.

Some other development projects of the CDA to be financed under the PSDP are: establishment of Pak-China Friendship Centre (Rs45.2 million), construction of second hanger at heliport Islamabad (Rs200.6 million), repair/renovation of National Archives of Pakistan building (Rs32 million and replacement of carpets of Faisal Mosque (Rs14.1 million).

The local administration will get Rs1.239 billion for uplift schemes in rural area of Islamabad and that amount is comparatively higher than last year's Rs1.032 billion.

Other projects are Islamabad Development Package (Rs500 million), the construction of judicial and administration complex at Sector G-10 (Rs30 million), population welfare programme and service in Islamabad (Rs146.3 million).

The capital police will get Rs362 million against Rs270 million allocated in 2010-11. Most of the funds will be spent on projects concerning administrative affairs of the police and its own security.

Rs1.3 billion Safe City Project for which Rs186 million have been allocated. Under this project the government had already imported two huge scanners from China without any budgetary allocation and more are awaited.

Some of the main projects of police to be financed by the government are: construction of police administration block in Diplomatic Enclave (Rs44 million), construction of wireless complex at H-11 (Rs10 million), construction of police station Turnol (Rs10 million), security measures in police stations (Rs28 million), construction of boundary wall around police headquarters at H-11 (Rs45.2 million).

The newly formed CAD will get Rs677.3 million to run institutes and functions (in Islamabad) of all ministries devolved to provinces. Of which Rs557.5 million have been allocated for the on going schemes and Rs100 million earmarked for the new projects. This money will be spent on education institutions and health departments.
